REGULAR MEETING OF THE COMMON COUNCIL
May 21, 2018 - Minutes
The Common Council meeting was called to order by Mayor Rich O'Connor at 7 p.m. Mayor O'Connor led those present in the Pledge of Allegiance.
PRESENT: Mayor Rich O'Connor, Randy Morrissette II, Paul Deziel, Jim Webber and Joyce Hall.
ABSENT: Bill Alms
The public hearing on the comprehensive plan amendment to adopt the Hudson Waterfront Vision Study was called to order. No persons appeared. Motion by Morrissette, seconded by Hall to close the public hearing. All ayes (4). Motion Carried.
Public comment was received.
Motion by Morrissette, seconded by Hall to approve the following consent agenda items: approve the regular meeting minutes of May 7, 2018; approve claims from May 21, 2018 in the amount of $447,599.06; Contingent on payment of any outstanding debt owed to the City and successful completion of the background check, approve the issuance of 22 Regular Operator Licenses and one Temporary Operator License; approve the amusement device owners license to: Twin States Music, Inc. and 52 games, Leisure Entertainment RW LLC and 33 games and Namco USA Inc and 11 games contingent on payment of any outstanding debt owed to the City and completion of background check; place on file the Public Utilities first quarter report and the May 8, 2018, Public Utility Commission minutes; approve the Hudson Booster Days Event from June 29-July 1, 2018 with contingencies listed; approve the temporary Class B Beer and Wine license for Hudson Boosters for June 28, 2018 to July 1, 2018; approve the temporary Class B Beer license for Backcountry Brewfest on July 14, 2018; approve the special event permit for the Gopher to Badger Race on August 10 and 11, 2018 and allowing the start time of the event to begin at 4:30 a.m. contingent on the payment by the organizer for any charges to hire police officers or any extra public works/parks staff, EMS staff and that the signage be picked up at the completion of the event; To approve no parking on the north side of Hanley Road between Namekagon Street and Foxglove Way and to review the issue in six months; approve no parking on Oak Street between Fourth and Fifth Street during school hours for bus drop off and pickup and to recommend student pickup on drop off parking on Fourth Street between St. Croix Street and Oak Street; approve installing "Slow Children at Play" signage on Diamond Drive between Vine Street and Ruby Road; approve Backcountry Brewfest on Saturday, July 14, 2018 from 2 p.m. - 8 p.m. at Lakefront Park; enter into an easement agreement with Alison Lester and Wells Larsen for the purpose of constructing a fence within an existing utility easement; approve the Certified Survey Map at 1228 Tenth Street submitted by Creative Homes. Inc.; set a public hearing date of June 18, 2018 for a zoning map amendment for a parcel owned by Lois Cornwall Trust; set a public hearing date of June 18, 2018 for a zoning map amendment for a parcel located at 1308 Second Street. Roll call vote taken. All ayes (4). Motion Carried.
Motion by Morrissette, seconded by Deziel to approve the Dash for Dogs event on June 2, 2018 contingent on working with Chief Willems on the process. All ayes (4). Motion Carried. Motion by Morrissette, seconded by Deziel to approve the St. Croix Sailing School lease agreement at $100 per month. All ayes (4). Motion Carried.
Motion by Morrissette, seconded by Hall to suspend the rules on Ordinance 14-18. Roll call vote taken. All ayes (4). Motion Carried. Motion by Hall, seconded by Morrissette to adopt Ordinance 14-18. All ayes (4). Motion Carried.
Motion by Morrissette, seconded by Deziel to approve the agreement between the Wisconsin Economic Development Corporation and the City of Hudson to accept an Idle Sites Grant Award in an amount up to $500,000. All ayes (4). Motion Carried.
Motion by Morrissette, seconded by Hall to approve the final development plans for Neo Electrical Facility at 2180 Jack Breault Drive - Neo Electrical Solutions. All ayes (4). Motion Carried.
Motion by Morrissette, seconded by Hall to appoint Jim Webber to the Design Review Committee. All ayes (4). Motion Carried.
Motion by Morrissette, seconded by Hall to adjourn. All ayes (4). Motion Carried.
